Yes, segment language is tagged per line so subtitle styling can vary by language.

What max line length?

Default is 42 characters / 2 lines / 17 chars-per-second reading speed; configurable per export.

Can it match Netflix's TTML subtitle spec?

AuTrans exports SRT and VTT which Netflix's content-delivery pipelines accept upstream of their TTML conversion. SRT is the format most Nigerian post houses deliver in; Netflix's ingest converts SRT → TTML automatically.
